If your section needs only to be driven through without top panto is the following important.
El 3 is the pre signal for El 4 and stands normally half of the braking distance in front of El 4. El 4 must stand min. 30 m before the section and El 5 30 m after the section ends.
So if your signals are 30 m before the bridge it should be forget but dont forget EI 3

Okey little missunderstanding the section you mean is the part of the caternary which is to low above the panto. Would you drive with a high panto you would highly damage the caternary and the panto. So your section is only the part under the bridge and some m behind and before.
Your case is often in germany when bridges are way older than the electrified railway. Berlin Prenzlauer Allee for example has this section with a to low caternary under a bridge.
Neutral section would be if there is a barrier between to power network but then you would need El 1, El 1v and El 2.
I can post some screenshots later from the ringbahn route because there are two section close together with neutral section and caternary to low.
EDIT So this is the situation in Berlin Prenzlauer Allee. El 4 and El 5 are on the same sign for each direction but that's clearly not for all cases.
