If you need to pass a red signal you need to ask for permission.
On PC You do this by pressing the tabulator key and then selecting "contact signaller" in the top. The Game will always give you a respond, like "Proceed with restricted speed", "No path available. Wait for signal change". In the most cases the signal should then also change its aspect to an aspect, that allows you to pass. Anyway, once the game told you, that you are good to go (What does not necessarily need to happen), it will not quit the game, when you pass that signal, regardless of the signal's aspect, if everything went right.
Unfortunately I don't know what button to press on a controller, but someone else will tell you, if you need.
