I really believe the locomotive is optimized for Time of Day 4 routes, since KWG has the ToD4.
DRA is equipped with ToD 3.5, which is already better than the previous paths, a bit washed out in my opinion.
ToD4's guess for DRA is related to a major upgrade this path has received (source:SteamDB).

We assume is that it will be developed for TSW3 paths on BRO, SKW or Rhein. (Niddertalbahn is diesel).
Or some TSW2 route reworked into TSW3...
