If your Installation is in english, you will not see any text, because there are no text entries in english.
My Suggestiton: Create englisch lan files, here: ....Steam\steamapps\common\railworks\Manuals\EN\RW Localisation Guide.pdf
Simply copy the DE column to an EN column. So you will see german text in your english installation.

This is the Problem:

In this case You will see nothing!
English is the default Language, If there is a text, and in your language is nothing, then you will see the engilsh text.

Some posibilities:
Set Your installation into German.
Add Text in the entries, not a good solution, because it is horrible, to find all entries.
A good way ist to create Language files (lan.pl) as descriped above.
