Is possible change the weather in scenario editor?

Yes and no. You can not give a weather configuration (that will be saved) to the scenario, or some thing like that. But: You can go to the timetable, select a weather, go back to scenario planner and start your scenario. It will still be the weather, you selected in the timetable section.
