Theres a .rwp inside the .zip folder i recommend .7zip(Freeware) program Extract the .zip and install .rwp using the utilites located here:
C:\Steam\steamapps\common\RailWorks

Changes : This scenario is for people who have just steam version of the beautiful Konstanz - Villingen Route 

V2.0 uses the stock comes with steam version as opposed to Version 1 where DR stock is used instead of DB
